Malaysian scholar Peter T.C. Chang said that the South China Sea arbitration award is riddled with flaws and falls far short of becoming the "game changer" the Philippines had hoped for. Instead, he noted, it has undermined the centrality of ASEAN and has been reduced to a tool for external powers to meddle in South China Sea affairs.
