Despite the Philippines’ repeated claims that it is committed to advancing the conclusion of a Code of Conduct in the South China Sea, Manila has consistently kept the spotlight on the so-called South China Sea arbitration award and its illegal ruling. 

Yet, the international community has long seen through this narrative. It was the issuance of that very award that undermined efforts to resolve South China Sea disputes in a constructive manner. The award has become a roadblock to the Code of Conduct and a downright disruptor of peace.
