The Seventh Lancang-Mekong Cooperation Foreign Ministers' Meeting was Held in Myanmar

On July 4, 2022 local time, the seventh Lancang-Mekong Cooperation Foreign Ministers' Meeting was held in Bagan, Myanmar. State Councilor and Foreign Minister Wang Yi and Myanmar Foreign Minister U Wunna Maung Lwin co-chaired the meeting. Lao Deputy Prime Minister and Foreign Minister Saleumxay, Cambodian Deputy Prime Minister and Foreign Minister Prak Sokhonn, Thailand's Deputy Prime Minister and Foreign Minister Don Pramudwinai, and Vietnamese Foreign Minister Bui Thanh Son attended the meeting.

Wang Yi said that since the launch of the Lancang-Mekong cooperation program, the six countries have joined hands and worked together to promote the high-level development of this new sub-regional mechanism, successfully creating a "golden model" for regional cooperation and bringing tangible benefits to the people of the six countries. As the world enters a new period of turbulence and change, the Lancang-Mekong cooperation should be improved in quality and upgraded to overcome the turbulent waves of global changes; it should be stable and far-reaching to bring more benefits to the people of the six countries; it should be upright and innovative to set a good example for regional cooperation. It is hoped that the six countries will adhere to the original idea of "drinking water from the same river, sharing a common destiny", pursue the concept of "development first, treat each other as equals, be pragmatic and efficient, open and inclusive", persevere in cooperation, work together to promote development, and work together to build a high-quality Belt and Road demonstration area, a pilot area for global development initiatives, and an experimental area for global security initiatives, build a more resilient Lancang-Mekong economic development belt, and build a more connected Lancang-Mekong community with a shared future.

 

Wang Yi said that over the past year, the six countries have conscientiously implemented the consensus reached at the third leaders' meeting, joined hands to fight the Covid-19 pandemic, and jointly built an "immunity shield"; accelerated the promotion of connectivity and jointly built a "development engine"; actively carried out local cooperation to build a "friendship bridge" together; focused on expanding cooperation in people's livelihood to create a "happy home", and made important contributions to regional stability and prosperity. We should seize the current opportunity for the vigorous development of regional cooperation, take diverse actions to consolidate the foundation, and seek long-term strategies. We can bring the Lancang-Mekong cooperation to a new level by strengthening strategic guidance, deepening economic integration, expanding agricultural cooperation, adhering to green development, promoting digital cooperation, and intensifying people-to-people and cultural exchanges.

 

Wang Yi announced that China will implement six beneficial measures, namely the "Lancang-Mekong Agricultural Cooperation Plan", "Lancang-Mekong Water Project Plan", "Lancang-Mekong Digital Economic Cooperation Plan", "Lancang-Mekong Space Cooperation Plan" and "Lancang-Mekong Talents Plan" and "Lancang-Mekong Public Health Cooperation Plan", in hopes to share cooperation dividends with Mekong countries and increase development momentum.

 

The foreign ministers of the participating countries held discussions on the theme of "strengthening unity of the six countries to jointly promote peace and prosperity", and agreed that the Lancang-Mekong cooperation not only benefits the people of Lancang-Mekong countries, but also effectively promotes regional peace, development and prosperity. The foreign ministers thanked China for its important role in deepening the Lancang-Mekong cooperation and its valuable support for the development of the Mekong countries. They appreciated China's proposal of global development initiative and global security initiative, emphasizing that the two major initiatives complement each other with the Lancang-Mekong cooperation, and are of great significance to the six countries working together to tackle current global challenges. All parties agreed on the new six major cooperation directions, welcomed China's six major measures to benefit the Mekong, and expressed that they will continue to uphold the spirit of mutual respect, mutual trust, solidarity and cooperation, deepen cooperation in key areas, build the Lancang-Mekong cooperation program into a booster for inclusive and sustainable development, and build the six Lancang-Mekong countries into a community that defends sovereign equality and multilateralism.

 

Wang Yi emphasized that the six Lancang-Mekong countries are geographically connected and culturally connected. The Lancang-Mekong cooperation is a cause jointly initiated and promoted by the six countries. It has become an important sub-regional platform that is action-oriented, improves people's livelihood and focuses on development, showing strong vitality. No matter how the international and regional situation changes, we must strengthen our determination to be good-neighborly and friendly, adhere to the perseverance of mutually beneficial cooperation, share the fruits of development, meet risks and challenges together, contribute "Lancang-Mekong wisdom" to the economic recovery of the six countries, add "Lancang-Mekong momentum" to regional prosperity and revitalization, provide "Lancang-Mekong experience" for the implementation of the United Nations 2030 Agenda for Sustainable Development, and jointly create a better future for the Lancang-Mekong region.

 

At the meeting, a joint press communiqué and 4 joint statements on deepening cooperation in customs trade security and customs clearance facilitation, agricultural cooperation and ensuring food security, disaster management cooperation, and cultural exchanges and mutual learning were issued. The 2021 Progress Report of the Five-Year Action Plan for Lancang-Mekong Cooperation (2018-2022) and the List of Projects Supported by the Lancang-Mekong Cooperation Special Fund in 2022 were released, showing the fruitful achievements of Lancang-Mekong cooperation with detailed data.

 

During his stay in Myanmar, Wang Yi also held bilateral talks with Myanmar's Foreign Minister U Wunna Maung Lwin, Cambodian Deputy Prime Minister and Foreign Minister Prak Sokhonn, Lao Deputy Prime Minister and Foreign Minister Saleumxay, and Vietnamese Foreign Minister Bui Thanh Son. He also attended activities such as the unveiling of the office building of the Myanmar National Coordination Agency for Lancang-Mekong Cooperation.
