“The China Coast Guard is working hard to build a series of joint maritime law enforcement initiatives and promote the establishment of institutional cooperation relationships with ASEAN countries such as Indonesia, Cambodia, and Singapore,” Zhang Jianming, Minister of the Law Enforcement Department of the China Coast Guard, said at a maritime law enforcement press briefing held in Beijing on Jan. 26.
Zhang Jianming further noted that in 2024, CCG will focus on cooperation with neighboring countries, steadily promote the construction of bilateral cooperation mechanisms, actively participate in the setting of multilateral platform, properly coordinate and handle emergencies, promote practical cooperation with neighboring maritime law enforcement agencies to develop in multiple fields and all-round depth, and initially form a new pattern of multi-level and multi-type maritime law enforcement foreign exchange and cooperation, including mechanism visits, negotiation consultations, joint exercises and training, and foreign aid training.
In 2024, CCG conducted a total of 58 bilateral and multilateral diplomatic activities, signed a memorandum of cooperation with the Peruvian Coast Guard, held the first party and government work exchange activity with the Vietnam Coast Guard, carried out exchanges with Korea Coast Guard to combat transnational crimes, conducted joint patrols with the Vietnam Coast Guard in the Beibu Gulf, conducted joint exercises and patrols with the Coast Guard of Russia, carried out law enforcement patrols in the North Pacific high seas, and increased the number of foreign fishing vessels inspection by 50% year-on-year, demonstrating China's image as a responsible major country.
In terms of consolidating bilateral and multilateral cooperation mechanisms, CCG has participated in 14 multilateral cooperation mechanisms worldwide and in surrounding regions, and the number of international cooperation projects executed has increased by 45% year-on-year.
Apart from establishing cooperation mechanisms with Vietnam and the Philippines, CCG has been actively promoted the establishment of mechanism based cooperation relationships with ASEAN countries such as Indonesia, Cambodia, and Singapore, actively participated in the formulation of international and regional maritime governance rules, and continuously expanded maritime law enforcement cooperation with regional countries.
